Rapid rehousing is built on the idea that housing itself is the intervention — the goal is to get people housed first, then address other challenges the family may be facing from the stability of a home rather than as prerequisites for housing.

RRH targets individuals and families who are literally homeless — staying in shelters, transitional housing, or places that are unsuitable living conditions such as cars. There are three core components:

Housing Identification
- Staff work with private landlords to locate affordable, safe units in the community
- Programs often cultivate ongoing relationships with "landlord partners" who are willing to rent to program participants
Rental Assistance
- Short-term financial help, typically covering security deposits, first/last month's rent, and ongoing monthly subsidies (usually for 3–24 months)
- Assistance is time-limited and meant to bridge the gap until participants can sustain rent independently
- The amount phases down over time as the participant's income (ideally) increases
Case Management & Services
- A case manager works with each participant, visiting them regularly (often monthly or more frequently at first)
- Common support areas include budgeting and financial literacy, connecting to benefits (SNAP, Medicaid, Social Security), employment assistance, and resolving legal issues like evictions or warrants
